A BIT ABOUT DR. JANE LOCKWOOD

I have had over thirty years experience in academic, government, and commercial areas of the educational management, teaching, teacher education and research in England, Australia and Asia. My academic experience before arriving in Hong Kong in 1995 included consultancies in Thailand, Brunei and Australia.


Within the government sector, I spent over seven years with the Australian Migrant Education Service (now AMEP) in New South Wales in policy and research roles, and have further experience with developing submissions for government and semi-government authority funding.  Educationally, my focus has been in teacher education and educational management. I have set up a number of teacher education programs for English language teaching (ELT), namely the Certificate in Teaching Business English for the Hong Kong Polytechnic University and in 2003 the Certificate in Workplace English (BPO) for FuturePerfect Business English Specialists, a communications consultancy business I founded in that year. 


Before coming to Hong Kong in 1995, and in the commercial sector, I founded and ran the Australian Centre for Languages, Sydney for six years, building it to a staff of 100 teachers and student enrolments of over 1000. My role included establishing the educational philosophy and framework, curriculum management, staff development, and marketing our courses overseas. I negotiated the set and running of all pre- tertiary programmes for the University of Western Sydney, called the Nepean Language Centre.  


In 1995 I moved to Hong Kong Polytechnic University as senior lecturer in the Department of English (with concurrent title as deputy head of the Centre for Professional and Business English (CPBE)). Achievements included: 

  • Established high level courses in communication for HK Society of Accountants and HK Institution of Engineers

  • Gained approval for CPBE to become the first UCLES Business English Certificate provider in Hong Kong

  • Gained course approval from UCLES for the PolyU to conduct the Diploma in Business and Professional English through the School of Professional Education and Executive Development (SPEED)

  • Elected Chair Elect of the worldwide group Teachers of English to Speakers of Other Languages (TESOL) English for Special Purposes Interest Section in 2000,USA.

  • Appointed to consultancy roles within the Education Development Bureau (EDB) for the development of English language benchmarking training programs and examinations for Hong Kong Primary and secondary school teachers,the Language Proficiency Assessment for Teachers of English (LPATE).

  • Gained ‘authorisation’ on behalf of CPBE from Hong Kong Council of Academic Accreditation (HKCAA), Education and Manpower Branch ( EMB) and EDB t to become a provider of English language teacher (LPATE) benchmarking courses in November 2000.

  • Appointed External examiner for LCCI HKVEP for the Vocational Training Council in Hong Kong in 2005


I moved to the Philippines for two years in 2002 and set up a language training and assessment company consulting into the business processing outsourcing (BPO) and call centre industry called FuturePerfect Business English Specialists. Achievements included:

  • Design of Business Processing Language Assessment Scales (BUPLAS) for the ITES industry- now being used by all major call centres and ITES industry groups in the Philippines, Costa Rica and India.

  • Design of government approved communications curriculum(TESDA) for BPO industry

  • Design of Certificate in Teaching Workplace English which has advanced standing status in the MA(TESOL) program at Ateneo University, Manila


On my return to Hong Kong I became Head of the Centre for Language in Education (CLE) at the University of Education ,Hong Kong and my achievements included:

  • Redevelopment of the English language enhancement curriculum to target student language level

  • Design and implementation of the Tertiary English Language Test (TELT), now renamed the DELTA project, to ensure more systematic reporting of language gain

  • Upgrading of the self - access centre into one service centre

  • Conceptualization of Club IEd for international language and culture exchange and recruitment of young native speaker graduates to run it

  • Language support of PGDE and EdD students

  • Member of the 334 Institute Steering Committee 

  • Member of the Institute Language Policy review Group

  • Member of the Institute Academic Quality Assurance Committee

  • Chairperson of the committee tasked to rewrite the University of Education student assessment policy (completed in 2010)


During the time of my headship I restructured the centre to ensure better quality and more comprehensive provision of language proficiency programs in English and Chinese. I have worked on the strategic direction for CLE going into 334 in 2012 and took the centre through its first external quality review in 2008. I was responsible for building up the self - earning account to over HKD1 million and was responsible for attracting over HKD7 million in top up grants through the UGC.


My line manager awarded me an outstanding grade in all my formal appraisals.

In August 2010 I was offered an Associate Professorship in the Department of English at the City University of Hong Kong with a concurrent role and responsibility for the review and management of the English Language Centre, as well as Associate Head of the department. I was Head of the English Language Centre (ELC) until 2013 and now hold a position as Associate Professor in the Dept of English. Over this period I have been appraised as outstanding.
